Instructions for Transporters of Hazardous Waste:


1. The Brownsville customs yard does not have the facilities for transferring waste, and therefore shipments entering the US at this port must be delivered directly to a broker's warehouse, transfer facility or to TSD facilities. Therefore, all drivers and vehicles entering the US at Brownsville must meet all applicable state and federal standards.
2. Initial entry packets for shipments containing hazardous waste must be submitted to the Brownsville Customs Office (see above) a minimum of 24 hours in advance. This is necessary to allow sufficient time for proper document review, commodity analysis, and arrival/examination scheduling. HAZMAT shipments arriving without prior 24 hours notification will be returned to Mexico.
3. All waste containers must be properly labeled.
4. Drivers and vehicles must meet certain requirements and qualifications.
5. All hazardous waste shipments must enter the US from the bridge(s) shown above. When reaching the booth, hand the manifest (CF-7533) to the Primary Officer. Note: Line release (BRASS) is prohibited for hazardous waste entries.
6. The Primary Officer will direct the driver.
7. The Brownsville Customs Office (see above) will review the paperwork and inspect the load.
8. Sample of HAZMAT shipments may be coordinated at the importer’s premises and at the importer or shipper’s expense.
9. Upon approval, the transporter may proceed to the broker's facility (see list of registered brokers).

Before an export occurs, the basic requirements as outlined below must be followed:

• Comply with 40 CFR 262; (Section 3017, RCRA)
• Comply with 40 CFR 262.53
• Paperwork submitted to Customs 24 hours prior to export
